Administrative Services Director - City of Scotts Valley, California

The City of Scotts Valley, with a population of 12,000 and a land area of 4.62 square miles, is nestled in the picturesque Santa Cruz Mountains just six miles northeast of Santa Cruz and yet only twenty miles from San Jose and Silicon Valley.  Residents of this small but vibrant community enjoy a year-round climate that is typical of coastal mountain terrain with occasional cool, foggy mornings but generally mild summers and a typically warm, dry autumn.

The City of Scotts Valley has a $12.9 million general fund budget and $20 million operating budget citywide and 60 budgeted full-time employees within the departments of Administration (City Manager, City Attorney, and City Clerk), Administrative Services, Police, Community Development (Planning and Building), and Public Works, which includes a Parks and Recreation division.  The City also operates its own wastewater treatment plant/recycled water facility.  

Reporting to the City Manager, the Administrative Services Director will oversee a professional staff of three. The City is seeking a candidate with experience in municipal financial operations and knowledgeable of general accounting functions, fiscal reporting, accounts payable/receivable, payroll, business licensing, internal accounting controls, external audit coordination, annual budget preparation and oversight, and all other finance-related matters.  Prior experience with budgeting, financial management and enterprise resource planning (ERP) software using the OpenGov platform is a plus.  The Administrative Services Director also oversees the City’s human resource service functions.

This position requires a Bachelor’s degree from an accredited college or university in Accounting, Finance, Business, Public Administration, or a related field. In addition, qualified candidates will bring a minimum of five years of progressively responsible experience in public sector financial or administrative management.

The City of Scotts Valley is offering a competitive annual salary of $136,716 to 183,228 (DOQE) with 2.5% at 55 (Classic) CalPERS.
